Modern slavery statement
International healthcare recruitment is one of the industries where exploitation happens. That is precisely why we publish this.
Published 23 August 2026Scope of this statement
Ethicare Resourcing Ltd is below the £36 million turnover threshold at which section 54 of the Modern Slavery Act 2015 requires a statement. We publish one anyway.
We do so for two reasons. Our clients are public healthcare systems who are entitled to know how their recruitment partners behave. And the sector we work in — moving healthcare professionals across borders — carries genuine, documented exploitation risk. A company that stays quiet about that until the law forces it to speak is telling you something.
This statement covers Ethicare Resourcing Ltd, company number 14646354, and our activities in the United Kingdom, New Zealand and Australia.
Where the risk sits
International healthcare recruitment has a well-documented pattern of harm. It rarely looks like the popular image of trafficking. It looks like fees.
A clinician in a lower-income country is charged thousands for “processing”, “registration support” or a job that turns out not to exist. They borrow to pay it. They arrive already in debt to the person who placed them, which makes leaving a bad employer impossible. Debt bondage is the mechanism, and recruitment fees are how it starts.
The second pattern is the tied job. A worker whose visa depends on one employer, who has been told that raising a concern will end their sponsorship, is not free to refuse unsafe work or unpaid hours.
We recruit from the UK, South Africa, the Middle East, South Asia and beyond. Several of those are places where the fee-charging pattern is common. Naming that is the first control.
We never charge candidates. Not for anything.
This is the single most important control in this statement, so we will be specific about what it rules out. We do not charge placement fees, administration fees, processing fees, document fees, deposits, or refundable sums of any kind. We do not take a cut of a candidate’s first salary. We do not require candidates to buy services from a third party as a condition of representation.
If anyone contacts you claiming to represent Ethicare and asks you for money, they do not. Please tell us at hello@ethicareresourcing.com so we can act on it.
How we work
- We tell candidates the truth about a role, including the parts that make it less attractive. Someone who arrives knowing what they agreed to is far harder to exploit.
- We confirm the terms of a role with the candidate before they commit, rather than after.
- We do not publish pay figures against live vacancies that we cannot stand behind, and we name the collective agreement a package sits under wherever one exists.
- We do not recruit into roles where a candidate would be tied to an employer in a way that removes their ability to leave.
- Our contracts of engagement place no penalty on a candidate who withdraws, changes their mind, or takes a role elsewhere.
- We tell people plainly when we cannot help them, rather than keeping them on a list. Our official regulators page exists for exactly that.
Our supply chain
We are a small consultancy. Our supply chain is short: professional services, software, and the healthcare employers we recruit for. We do not use sub-agents, and we do not buy candidate lists from third-party sourcing agencies — a common route by which fee-charging enters a supply chain unseen.
Where we work with a partner organisation in future, our expectation that no candidate is charged a fee will extend to them as a condition of working with us.
Raising a concern
If you believe someone has been charged a fee, coerced, or misled in connection with a role we are involved in, tell us. Email hello@ethicareresourcing.com or call +44 20 4626 6580. It reaches a person.
You can raise a concern about someone else, and you can do it without giving your name. Nothing about a candidate’s relationship with us changes because they raised something.
In the UK, the Modern Slavery Helpline is available on 08000 121 700, independently of us.
Approval
This statement is made voluntarily, in the spirit of section 54(1) of the Modern Slavery Act 2015, and covers our current financial year. It will be reviewed annually.
